I'm a little confused. Coil whine occurs even in cards that don't have custom coolers on them, and MOST people don't use zip ties to secure their card, so I'm not sure how this helps us figure out the "cause of coil whine" under load. =\

I'm curious why nobody has suggested just sticking with the Accelero Xtreme air cooler on a founders edition for most silent solution? Is there something with the Accelero Xtreme that maybe I'm not aware of?

Noctua support is amazing so they may take the approach of "who cares just swap it". I agree with Steve: I would NEVER expect a fan to be quiet at anything over 1300RPM, much less 2200 Rpm, and especially an 80mm sized fan, as smaller fans tend to be whinier.
