I think a Scythe Kotetsu mark II should be enought. I run a Kotetsu with an i3 (65w TDP) and while gaming with fans at very low speed, my CPU is 30°c. Ryzen's price/performance is killing intel right now. Ryzen's offers 6 cores and 12 threads. Its peformance comes very close to a xeon 1650v3 that costs 3 times the price and use more power.
