You should explain why you even thinging about oc? I mean, have OC ram and never do it, not sure its worth to spend extra. Years ago i build my 4690k build and when i was picking cpu i was 100% sure i will oc this baby. U know what? I never did. Mainly was using for photoshop so oc was never needed...

most likely psu is ok. I been working with tech for around 10 years. I had this kinda psu issue once and it was my pc... Experiments

If you are not sure about shorts you can bring psu to someone who will open in and measure everything.
