Whether the lab ambient is 10C or 30C does not matter a whit -- it is the temperature rise from the ambient that matters. The pump is irrelevant, as it can be buried in foam and not suffer from it. The fan is what worries me. I'd love to see the cooler tested with a few different fans. I might buy one and test it myself.

By looking at the specs of various inexpensive IR temperature readers another important factor seems to be the precision or focus of the beam.
