Why no mention of the nice Lian-Li Cases

I really like the looks of the PC-V1100B, It seems very similar to the P180 but it is sure to have better fit and finish because it is made by Lian-Li. The controls for this PSU only regulate the speed of the fan that is in the unit. The fan only plugs that come out of the PSU are just 5V or 12V plugs no varying those.

I would check the cable for the power switch from the case to mobo is connected properly, I have knocked it off or had reversed the polarities a few different times.

Zalman VF700-CU is the simplest way but it will be very tight if you want to put another card right below it. I run a 7800GT with the fan at 5V and it is very quiet. Temps are around 50C after a long run of gaming.

I would not pay to upgrade from 2000 to XP.

But if I were in a store trying to choose between the two it would be a definite choice for XP.

As for XP using extra resources you would barely be able to tell the difference, especially if you are running a processor greater than 2.0ghz.

That fan will definetly be enough to cool your card. But I didn't want to buy and additional fan since I had some lying around. I attaced a L1A at 5V to mine. There is some channels on the side of the sink so I used some long bolts and just mounted with two bolts in that channel. Works very nicely.

It is going to be a tight fit in a lot of cases by the looks of it.

Also being so tall if it weighs anything at all it is going to put a lot of stress on the socket, just because it has so much leverage.

No I would say that the noise is common to all the cards. I have a regular ATI 9600xt and it was totally noisy I had a Zalman heatpipe on it within a week of buying the card.

I would say move up to the nvidia 5900xt. That is one of the best deals on the market right now, for around $270 CAN, or if you can find a cheap 9800pro I have seen them as low as $350. Whatever works best for your situation, generally down is the better solution but try it both ways and see what works best with you case and your cooler combination.

I wouldn't really be concerned with case temps since by the sounds of it you have some good case airflow. I wouldn't expect to see much of a rise in those.

As for CPU temps what HSF are you using.

Well MBM5 and other probes like that just read the temp that the motherboard is reporting so it does really nothing extra that reading the BIOS temps.

It is very simple problem. Your fan won't start at a low voltage. The fan only connector is set up to vary volatge with a temperature monitor. At startup the plug would probably give about 4-5V which is not enough to start that fan. Try a different fan, connect the one you have to the motherboard.
