I've been using a variable output power supply (3v to 12v DC) available at MPJA.com. It will handle up to 2A, most 12v "SPCR suitable" fans are around .5A or less. Take a look at this link and compare to your fan. Recently a friend with a Dell had the same problem and fixed it with one of these.
