Yes, that looks like a fan. But unless you have abnormally small fingers, the fan is much larger than 10mm. Why don't you just test it?

I was warned that if the heatsink is permanently applied (glued, not clipped) to your mainboard, that it is not advisable to attempt to 'pop' the heatsink off... i have done this with a heatsink that was glued onto a video...
