Can you get a desktop case as quiet as a tower one ?

A desktop would be easier to fit in my room as I could put the printer on top are desktop cases inherinetly noisier?

Actually not even that bothered about quiet anymore.

I want to put a nice powerfull chip in it so it needs to be able to cope with a high powered psu a lot of them don't seem to be able too!
