If you have a CPU that runs hot it could make a difference. Also this test was done with a high airflow fan. With a panaflo or pabst at 5V it would make a bigger difference.

If you have a Gigabyte mobo and you can't find any programs that work, try Gigabyte's EasyTune 4. It's actually a program for overclocking, but it also shows cpu temperature and the rpm of the fans. You can download it of http://www.gigabyte.com.tw
