hey drff the power supply readings are slightly off iirc the geforce3 runs at 1.5v (1.4 shouldn't be a problem) and the voodoo at 3.3, so that's normal the 5v and 12v rails are definitely off though. i think +-5% is acceptable but 4.3v and 12.7v respectively are both out of spec do you have a spare ...
