Have you tried the 80x15 Panaflo yet?

The Leadtek is about as noisy as the VF-700cu at 12V, but performs much worse.

I can only relate to Nvidias GF4x00ti reference cooler, (don't know anything about Albatron 4800)
which produce slightly less noise than Leadtek's HSF.

How did you locate the source of the instability to your PSU?

Your system is in the 120-130W DC range, I can't see why
a 300W PSU shouldn't be able to handle that.
