You want to raise the speakers off the table top. The proximity of the drivers to the flat surface is bad for sound -- causes all kinds of reflections. Pick a sound card for applications
I'd suggest choosing a soundcard by how it will be used rather than a raw comparison of PCI noise, bad drivers, etc. Most good soundcards will not have any of the problems you mentioned; by good, I mean those intended more for audio workstation usage than for gaming, such as the Echo, M-Audio, DAL, ...

Do they work? Probably.
Chances are that it works to some degree; as they say, your mileage may vary. I'd guess that since it doesn't decouple the fan entirely from the case (vibration still transmits through the screws), they are only really effective with unbalanced fans that cause significant vibration in their enclosur...
