That shouldn't be that difficult these days. I did it 5 years ago with a PicoPSU, an SSD, Speedfan to control the fans and a AMD 89W TDP CPU. And today Intel usually do not get to the rated TDP, and with speedstep and some undervolting you should not have any issues. Make sure to find a semi-fanless...

Unless you have 10+ or so harddrives in that case you'd get even remotely close to 300W with that set up. The PSU tanked because of the PSU, not the power draw of the computer.
