Just wondering if the EPIA-M boards support an easy way of underclocking the C3. I know it sounds funny, but I'd like to get one of the new Nehemiah core based C3's with an EPIA-M and possibly undervolt it/clock it down to 800 or so to reduce heat.

You could try Sunon fans. I've only had one but from experience it was pretty good in terms of airflow to noise ratio. It was a 80x80x25 fan, apparently 50cfm at 40db at 3900 rpm.
