How much do you tighten a bolt through?

I am mounting the Xigmatek HDT-S1283 using their bolt through mount. The instructions are clear, but leave out how much to tighten the screws down (on an Intel E8400). Does anyone have a hint?

I was wondering if the Accelero requires thermal compound. I may put one on my ASUS 9600GT. Also, if there is compound on the existing cooler, is it a challenge to remove the residue?

I wiped off the material to get a better look at the metal. The notch turned out to be a fleck of green stuff and wiped right off with a q-tip. I hate this holding up my build.

Maybe I should go ahead or use the crossbow parts to install the Intel HSF while I'm waiting.

I may friction fit a 120 in front on my Solo. I have an old 90mm fan laying around I can try to see if it reduces temperature. If it does, I can try a nexus or scythe low flow fan there to keep drive temperature down. The Slipstream might be good to flow a modest amount of air over the drive.
