Sorry to bump up an old thread, but I have a completely theoretical design for controlling a 3-pin fan with a 4-pin fan controller. Thing is, even passive PFC is only like 60-70% efficient vs 95-99% efficiency for active. If you care at all about how long your ups lasts, active is an awesome way to increase your battery time.
