i have a shuttle zen (st62k), which has an external psu. I run a P4 2.6C undervolted to 1.2V. There is one single fan left in the system and it runs at 1300-1400rpm. Could be, to be 100% honest. Depends on the air intake temp to the psu and the load on the psu. If you check tables B & C in the SPCR review of the 300W Tornado you can see for a 150W load the default fan is driven at 5-5-7.2V, and at 300W it is driven at 12V.
