i have a shuttle zen (st62k), which has an external psu. I run a P4 2.6C undervolted to 1.2V. There is one single fan left in the system and it runs at 1300-1400rpm. Could be, to be 100% honest. Depends on the air intake temp to the psu and the load on the psu. If you check tables B & C in the SPCR review of the 300W Tornado you can see for a 150W load the default fan is driven at 5-5-7.2V, and at 300W it is driven at 12V. I'd definitely go with the Zalman, it's no contest. The Zalman's been reviewed here at SPCR and is also on the SPCR recommended PSU list . BTW - WELCOME TO SPCR!!!! Thx for the welcome.
