i second the water cooling idea. i have a dual xeon machine which is very quiet (dual radiator with 2 nexus 120mm fans) + 120mm case fan + PSU fan.
if you have a big enough case you can fit the radiator inside the case (cut out a hole in the top).

i watercool my dual xeon (2.4Ghz) rig. Radiator with two Nexus Case fans at 12V .. very much silent. There's another 12cm case fan in the back of the case. CPU temperatures right now: cpu1: 36C cpu2: 38C (100% load, folding for SPCR)

I have two of them and they are very quiet. They have two slow-turning 80mm fans. They get a bit hot because there is not much airflow but both systems are stable (Dual Xeon running 24/7).

seems a bit slower than normal. i get 35:16 per frame on a 2600+ overclocked and 34:08 on the overclocked XP-M 2500+ (2.3Ghz).

(the A64 3200+ at 2.4Ghz does them at 29:26 per frame)
