I'd suggest the Coolermaster Hyper 6 with Panaflo 80mm L1A.

From the reviews I've read it performs better than the Thermalright 948U. Downside is that it's heavy (but it's bolted to the metal backplate behind the mobo so shouldn't be a problem)

Man I don't think any review site has ever sucked up to a company as that one to Lian-Li. Just shocking. No flaws were mentioned (and there are a few) and the whole review just had "we love you lian-li" written all over it.

Yeah definitely cut out stock fan grills. You can replace them with standard wire ones if you want.

A PSU duct of some kind would be good.

As would a CPU one.

Maybe change the HDD mounting grommets to better ones such as the EAR ones.

Maybe add sound dampening foam.

I need a fan controller that can control 4 fans between 5v and 12v. I would preferebly like it to occupy the 3.5" bay but a 5" one is fine too.

All the ones that I've seen go from 7v.

Yes there is a 40GB. It is only in the E7K60 (has both 40GB and 60GB HDD's) variety and not the 7K60 which is only a 60GB drive.
