I have to admit that I find it somewhat hard to imagine that your video driver has anything to do with coil whine in your PSU. For me, the Via c3 800mhz ezra core, w/ volcano 6 hs, runs fanless no problem. Case airflow provided by one 80mm panaflo undervolted (in the PSU).
