I looked at the specs of the Neo HE 500 with the three 17A 12V rails. Antec bracketed the three rails and put a rating of 456 watts across all the rails. I think running hard drives and a fanless CPU in the bottom chamber without airflow would really cook the hard drives. A 7V Nexus fan and an Antec Phantom500 would be a good combo though. It all depends on what CPU you are running, case ventilation, how much noise you can stand etc. If you are running a P4 Prescott, I don't think a SilentX (or Nexus would be better) it would not cool well enough. Now, if you are running a Athlon64 3200+ Winchester or newer core, a Nexus would be fine...
