i7 1165g is a mobile CPU, 28W TDP but very capable, also comes with intel XE 940 igpu, so all around is a very good CPU, it has started to come on NUCs and small pcs, wait for AKASA to release a passive case for it and you are set.

I would probably start searching for builds on the 280x, sometimes manufactures don't list correctly the height of the cpu coolers or the give some tolerance that in this case would be useful, as if you can get away with 155m then coolers like Mugen5 would be a great option. I second the AMD 5600x as one of the best gaming cpus out there, so that would be my pick. For motherboard, i would go with B550 so you get a passive chipset, its been out more than 3 months now so bios have mature enough, that said as with x570 new bios have been released to support new ryzen cpus....

A friend just built a i9 10900k + rtx3090 and it pulls from the wall with AIDA64 + Furmark = 566W, the 5950x is suppose to be a more efficient CPU, i doubt you will need more than 750W, both stress test will pull more than anything you do, so expect less than 550W, my guess streaming and gaming will...
