I'm holding off on the Mavericks update until Pro Tools is certified. I've seen too many problems with that, and I need Pro Tools to work on my laptop for school. The difference is that I don't take my desktop to school and use it for start/work on projects during breaks. Right now I'm running 10.8....

If resetting the CMOS doesn't work, put the old CPU back in, and double check the CPU compatibility list, and update your BIOS as necessary. It's likely that the CPU may not be supported in certain BIOS revisions, which Asus is usually very good at posting on their website, and keeping up on.

check the wire on the LED side and make sure it isn't yanked off or frayed...seen it happen many times. If you have a spare LED, you can use that to test the header to make sure it's working correctly

If you pulled the GPU, could you test your PICO with a different power brick? I'm wondering if your DA-2 is bad.
