Scythe Slipstream 120mm 800RPM fan set to ~400RPM (5v). Extremely smooth sounding and without imperfections. Even a quiet 5400RPM hard drive suspended with elastic would be more noticeable.

That's pretty high. Have you considered flipping the GPU fan so that it sucks air through the fins and blows it upwards? That way you won't have warm/hot air being blown downwards onto the CPU heatsink.

That one is very quiet once you manually set the fan speed to 30~35%. Mine was about as smooth and quiet as the 400RPM Scythe Slipstreams I had in the rig at the same time, quite impressive.

And 1m is the perfect length for suspending a hard drive in a 5.25" bay.

Stretch Magic is another option. Haven't tried it, but it's apparently strong and stretchy.
