I don't think any of the mini itx boards with via c3 cpus allow undervolting (see the manual on via's website) - since you can't swap the cpu (they don't have a socket 370), I doubt via thought there would be any need for changing the voltage. Although you may be able to undervolt other miini itx bo...

Intel specs for socket 370 PIII show they run at about 16W which should be passively coolable with a good heatsink and a little case airflow (such as from a power supply fan or rear exhaust fan, possibly with a duct). Most socket A clip on coolers will work with 370 P3s, I would try and get one that...

I don't have any experience in the good old mobile cpus, but I think generally people aim to get under 20w to passively cool with a good heatsink, although often this is with a little case airflow. With heat pipes and big heatsinks you can passively cool just about anything: http://www.silentpcrevie...

You coule also try getting a via C3 chip and a socket 370 motherboard, you should be able to passive cool (my server is not passive as the psu has a fan, but with a fresh air duct it would be easy to passively cool the CPU). Alternatively you could get a mobile athlon or P4 and underclock and underv...

Airflow will also be an issue. I guess it does depend on what components you are using in the old case. If your using a cpu, vga card etc from the time the case was built it may give good enough airflow. But if you're going to stick a high end P4 in it you might have a job trying to cool it quietly....
