Did you do a fresh install when you moved to your 3600? are you running B450 with the latest bios? usually AMD is not that friendly when other gpu drivers are installed, the GT1030 should be more than fine to handle youtube with firefox.

The only dual fan RTX2060 that i would recommend is the MSI GeForce RTX 2060 Gaming Z 6 GB Review, if you go to triple then there is also the Asus RTX2060 Strix, but neither will be the typical msrp card.

The Scythe Fuma 2 is a great cooler and its very capable, the NH-D15S will be slightly better but not by much, and this way you can buy whatever ram you see on QVL List, as it will not overlap with the memory. I would recommend to avoid enclosures with mini USB3 connector, i have broken a lot of them, USB A or USB C are fine, here are a couple of recommendations,

Have you considered Noctua NF-A12x25 PWM, its a nice fan and its 120mm, controllable from 300-2100rpms. If you don't like the color or pricing, check Scythe Kaze Flex PWM, controllable from 300-1200rpms.
