What I have decided on to start with:

under Volt/Clock to reduce heat output
Passive HS on CPU for fanless cooling
Remove Fan Grills from PSU/Case and replace with mesh

Only if needed:
Upgrade Fan in PSU
Isolation Mount Hard Drive
