Having a light source in the case isn't to everyone's taste, but the heat argument is crazy. The LEDs in a fan only use a maximum of 0.4-0.5W, and because LEDs are very efficient, you're looking at perhaps 0.1W of heat at best. The motor in a fan produces much more heat than LEDs do.

Got the NV430 installed in my new system and I'm amazed. It makes the Corsair HX 520W I had seem like a PCP&C, there just isn't any discernable noise at all, besides the elecrical buzz, it may as well be fanless (This includes sticking my head right beside the unit).
HIGHLY recommended.

I'm installing this in a top-mounted case so I can't say, but the connector looks reasonable length. Besides, you can buy extension cables for a few £/$/euros and a lot of cases already come with this extension in the bundle.

Haha, slightly lower a.c. input voltage perhaps is enough.
For ref, WD Green drives use next to no power spinning up, or while running.

Depends on the spin-up rate. Fast spin up drives like Raptors probably consume about that much, and Seagates are no slouch either. I predominantly use WDs and Samsungs in my server which spin up slowly, and thus use very little power doing so.

I've powered off HDDs mid-spin up several times without ill effect, but on a continuous basis, I don't think it will do the HDDs or the Power Brick any good. I don't think you'll get immediate issues, but I strongly suggest you find another power brick sooner rather than later.

I thought the VX was Seasonic as well? It was my understanding that VX and HX520/620 were Seasonics, the TXs and HX1000 were CWT.

I don't think PC P&C units are bad in that regard, but VX units certainly do well, and might work out cheaper, depending on where you live.

I think a VX with a better fan might do very well. The VX fan control is relatively steep, but it can be adequately cooled with less. For the Silencer I'm not sure, surely the 50dB fan is there for a reason... :?

In my experience they tend to start doing that regardless when they get old. However, I haven't had any fail completely yet, whereas I've had at least three ball bearing fans fail, in one case it started billowing smoke! (Silverstone FM121, c. 9 months age)

The noise it made definitely suggested sleevebearing, and I'm pretty sure HardwareSecrets' report on it said it was a sleeve, which is why it was surprising, as Ball bearing fans are more suitable for a PSU, but in my experience tend to be slightly more abrasive in the noise they produce.

I could tell from both the tone it produced, and the frequency of the ticking / hissing that it was running at about 1000rpm at idle (high, but even so, the noise was terrible). Believe it or not, when it reached beyond 1300rpm or so the noise seemed to disappear and it became smoother.
