Hi, I have a Sapphire RX550 in a semi-passive (passive 99% of the time) case. I don't hear it at all, unless I throw up a GPU benchmark (I don't do gaming), but I live 100m from the ocean and I try to go 100% passive. I bought the 520 and I am satisfied. I have a Pentium D (known to be "hungry") and fan-speed (and noise) only increases after 10min of full CPU-stress.

What's the most budget video card wich plays high-def. videos AND (you guessed it) doesn't make much noise.
I do no gaming, so the weakest card wich plays high-def videos is perfect for me.
