have you enabled Cool'n'Quiet ? that shaved a lot of my idle temps. Go to amd.com, download the processor driver, install and turn on minimal power management under power options in windows.

Might need to turn it on in the motherboard bios too.

67C would be "blistering" hot to the touch. If you can hold your finger on the northbridge hsf block i'd say you have wrong readings(can sometimes be fixed with bios updates), or using the wrong sensor.

unless you can cool the phantom it will ramp up, and trust me when i say that's an ugly thing to listen to. When i push my system the phantom is continously ramping up and down because of the heat, and it's a major annoyance to me atm.

sounds like thermal throtling to me, which is indeed the CPUs way to defend itself from thermal damage.
