It is very hard (for me) to find a non-oversized (pico)PSU. Additionaly the fan of <250W PSUs are typically small and I am afraid that would result in the PSU being the loudes component, at least at load. I haven't read the whole thread, but the 4770K is overkill for gaming with that graphics card, and overclocking won't make any difference. So just replacing MSE is not an option? I see why you want to upgrade the OS, but in this case it sounds like you're basically paying $100+ per machine for a AV software renewal, since the hardware is pretty much the same.
