I have used both in a clients build. That system is pretty darn quiet with the cpu fan not connected. I havent felt much resonance.

Why not a i7 8xx they have a lower TDP -> meaning easier cooling and therefore more quiet cooling.

Most probably its your mobo or ram. There are also some usb driver errors. Can u disable the USB3 controller? And then run OCCT?

Still looking at this build. It looks great. But i was wondering why you still have that CM fan in use (the 120 at the back). Because those fans arent that quiet even at low voltages. You probably can turn that D14 so that the airflow goes up and let the 200mm do the exhausting.

Scythe S-Flex or Gentle Typhoon. For PSU's you need a ball bearing (because they normally are mounted horizontally).

A Nexus fan at 5v is inaudible. Why not put a fan on the heatsink and create some airflow. It should drastically improve the lifetime of your components (comparing to a no airflow situation).

Update. Well, i ended up wanting a window in my system for showoff and not to disrupt the airflow. The top compartiment of this system is inaudible so window should - theorically - not make the system louder. So went designing a window. Temp sensors are always inaccurate. I removed them because they just ruin cable management.

My cpu was 15 degrees off and my gpu was 30 degrees off. I had both mounted on top of the heatsink (as close as possible to the gpu and cpu).

1800RPm GT sounds quite loud. But i will go look in for s-flex.

They are quite expensive (20 euro's a piece. Price of a noctua). GT 1450 is 15 euro. Is that also a good replacement fan?
