Not really; but I would say you get a bigger "silent" range with the 1200 so unless you really need the higher CFM of the 1600 the 1200 is the logical choice.

With such a plethora of symptoms I'd tend to suspect the RAM and try to eliminate it first. If you're not already on a single stick, do that, clear CMOS, reboot, disable "Quick POST" in BIOS, reboot and take it from there.
