Use an anti-static brush to effectively get rid of the caked on dust from both heatsink and fan. Worked great for cleaning my Dell XPS M1330. I just shoved the bristles into the heatsink, gave it a jiggle, and it came out looking like new. Compressed air will only remove loose material.

Look for a "Zalman Fanmate" or any similar controller. You could also use a simple resistor cable or 12v to 7v/5v adapter cable. But you wouldn't have the flexibility of the Fanmate.

I'd consider attaching a slim 100mm fan to the top of the Scythe Kozuti. It would still be under 55mm high, but have a little more cooling power than just the stock 80mm fan.

But even if you couldn't or didn't want to do that, you could undervolt the CPU to lower the temps a little under load.
