I would lean VERY heavily towards a video card problem. ces is right, switching things out will narrow it down. Since Prime95/memtest worked, you can assume your CPU & RAM are okay. It looks like as long as you have more CFM input from the front fans than CFM output from the rear fan, some of that air should go through the PSU. The X400 is supposed to be pretty hardy, and this seems like it wouldn't be worse than a standard ATX case (maybe better), but I don't have any hands-on...

The E5200 is relatively low power. It was actually pretty popular for HTPCs here, IIRC. FWIW I love the stock athlon cooler on my sempron 140 htpc, but obviously the power involved is very different. Might be worth testing, though? (I believe I have voltage and PWM throttling on mine). I did have to pull the AMD sticker off it, as it was off-center and throwing off the fan's balance

FWIW, I have had great experiences with ASUS customer support, and they have cross shipped DRMs (sent replacement prior to receiving defective product). I actually pay a couple dollars extra sometimes to stick with them, for this reason. Their dead pixel policy on monitors is not amazing, though. :c...
