Scaling solves it all. Linux used SVG which should resolve most of the icon issues (but not some of the fonts). Otherwise it's scaling which never works correctly unless it's a 4:1 scale.

For giggles I would try the card without the shroud and strapping your own fan to the heat sink. I would also look at reapplying thermal grease. Think of the On Off values like your thermostat at home.

The fan turns on at 35 degrees and cools the processor to 30 degrees, then shuts off. It prevents your fan from constantly cycling off/on/off/on at 34.9 and 35.1 degrees.
