You could attach another matching heatsink on the other side and use some long bolts to screw the two heatsinks together through the mounting holes. There's no such thing. Cases themselves don't make any noise, it's the components that go in them that make the noise. Noise insulation is possible in a case but is wasted if you have quiet components in the first place.

If you want the card to be really quiet then swap the cooler. I use an Accelero S3 with a 120mm fan that does little more than 300rpm at idle and around 800rpm at load. That's much quieter.

Would suggest you look at drilling a few holes in the motherboard tray before you begin for cabling routing. It will make life much easier.
