My experiences with the Raijintek Metis have been very good. Amazingly cheap and may fit the criteria you have specified. Whether or not it is available to you locally I do not know.

I got a PWM-DC converter in 2008 from a company called PaQ that I think now is defunct. Before decent quiet PWM fans that did low RPM's were plentiful it was very useful. Also the ability to adjust voltage on that one that I did meant that you could adjust minimum speed.

I have an Asus Z170I Pro Gaming and no issues to report. Fan control allows you to run fans very slowly and you can do custom fan tuning if required.

The NF-P12 is intended for high pressure cooling with very restrictive airflow. A more normal fan like the NF-S12A may be quieter for this application but then it depends upon the rest of your system design too. Is it that the current fan is too loud?

The MinnowBoard Max has a TDP of 12.5W from what I've seen. What other components are you using? That kind of TDP would suggest fanless cooling would be more suitable. Any reason for a fan as large as 140mm?

140mm square would be best as it will reduce turbulent airflow as much as possible. You want a single body of laminar airflow all moving in one direction through the case. The S1 will take another slot up but it should provide better temps than the standard cooler. As already suggested by others, don't spend too much money on this system. Better to mod and hack things than invest a lot of money in old equipment.
