You might be able to use the Antec fans "screws" backwards - insert the screw through the case mounting frame first, then into the fan, so that the thin end of the screw is between the fan frame flanges. This method sounds very much like that suggested by m0002a a few years ago, using high density foam as "extended grommets." It is a very effective and inexpensive approach with Antec drive sleds.

So the radeon 9600 xt is loud naturally?
Any video card that includes a small fan will be loud, but a 9600 XT should be quite easy to cool passively. I'm using an Aerocool VM-101for a similar 9600 Pro that runs quite cool (less then 40C under load) with that cooling device.

The iCute Coolive is a very small full ATX case (160mm x 485mm x 355 mm) with a cleverly located PSU (lower front) and huge fan. Don't know about it's availaibility, or how quiet that fan will be. Interesting idea, however.

Every motherboard comes with an I/O plate that specifically fits the connector layout of that board. It is relatively easy to pop out the "standard" I/O plate and replace it with the one provided with the motherboard. No tools are required.

You might try Sharka Computers. I'm using a 4412 F/2GL, undervolted to approximately FGLL levels (about 1500 rpm max), and very pleased with it on the XP-120 cooling the P4 Northwoods CPU.
