For HDTV, sure, it won't work. It works fine for SDTV/EDTV, though. Also, Macs can apparently be set up to use Firewire-equipped HDTV tuners, and record from those (see here). Oh, and what's an MPC?

Do they exist in good quality for the Mac? If so, then where are they? Yep! Take a look in the ads section of a MacWorld magazine; there tend to be a bunch in there. Also, I missed any mention of a DVI-to-VGA converter. Is it safe to assume such a device exists for Macs? Yeah, it comes with one. :P

I suppose you could make a Mini-ITX rig of about the same size. It'd be a lot more expensive and less elegant, though.

The graphics card won't help with what you want. Get a high-end TV tuner, one with built-in MPEG2 encoding. However, the onboard graphics are pretty crappy. I'd drop 50 bucks or so on a low-end graphics card.
