I have MX440 64MB PCI, works in any MB. Newer PCI cards should work also. But very old cards don't (I have 3 - Trident 9440, S3,...). Just a black screen. I would like to know the reason...

ADE pin No 2 is interesting. "The HPF should be enabled in power metering applications." Then some loads (like a simple half-wave regulator for a soldering iron) may be measured wrong.

Dell 2407WFP 45(black screen)-48(white)W at minimum brightness (which is enough for computer use), 89-90W at max. Just for comparison.

One limitation is an IR thermometer does not measure correctly on a metal surface.
Distance/area is important, but there is one more thing (never specified) - the initial width of the beam, at 2mm distance or so.

PM230 should be avoided, apparently. A normal meter measures starting at 1W (albeit with quite an error). Max 3680W (16A).

Your numbers are normal. A newer s775 CPU draws about half of what E6400 does. Your GPU is also 2 generations from current.

Perhaps you should change your PSU. The MB. The graphic card. Not the mouse. I don't believe any mouse emits any sound, high frequency or what. You should test your mice on another computer. Some old Pentium III might be better.

The chimney creates some positive pressure in it's top and negative in it's bottom. The case can be considered part of the chimney. When off (and cold), the same pressure everywhere.
But the idea is good. Some time ago I was thinking about making an intake tube from outside. Would not work in summer.

CPU fan header may be limited to about 5V min. Other headers often go down to 0V with Speedfan.
There is no such thing, "restart reliably at some higher voltage". You never know at what voltage.
Low noise fans are designed for lower rpm at 12V. They stop at higher voltage than fast fans (in general).

I compared 760G to 785G, did not see any difference (at idle). Split voltages are not that important, there is not much to gain, sometimes the two would be the same. An AM2 board would mean slower hypertransport, less power. Anyway, I think a newer CPU will give you more speed at the same temperatur...

Tested the drive on another computer. Much better, no clicks. We should use IDE drives. Too often SATA drives don't work (on different boards). No way of telling which is to blame, the drive or the MB.
