I'd go for a thermalright or a swiftech with a panaflo fan

I am cooling an XP1800+ CPU with a WBK 68 V1.0 hsink with an 80mm Panaflo connected to a 80-60mm fan adaptor running at 12V. An slk-800 and a fan running at 7v SHOULD cool your CPU adaqutely My possible solution was to improve the airflow inside the case was to add 2 more Panaflo 80mm running at 5V...

zalman 400w very similar to silenX 400w
I just got a zalman 400a-APF.
Comparing it to the pictures of the silenx they look to be exactly the same PSU with a different fan. Has anyone put the 2 side by side for a compare?
This zalman runs very very cool but too loud for my liking. I'll probably swap the fan for a L1a or papst NGL

PWM fan controller may be your problem. When I connected my papst 4412FGML to a PWM fan controller then made more noise at 7v than at 12v. Now running 2 at 5v and they seem very quiet.halcyon wrote:(pwm control)

what those 4 HDs are? Barracudas? They are barracuda IV's and 1 WD 400BB and 1 old quantum fireball Plus LM. There is a slight hum on the fireball but it spins down when not in use. When the fireball spins down I don't hear a thing. It may be the rubber mounting on the SLK3700. I also don't do RAID...
