I would have thought getting an acrylic sticker printed (either from an online company or a local printing firm)would be the best option. Depending on the complexity of the design you might be able to make up stencils or get a student from your local art school to hand-paint it for a couple of bucks...

Yes, it's less efficient than the normal PicoPSU as the normal one doesn't need to convert the input voltage to 12v (just 3.3 and 5), as it is provided with 12v from the external brick.
How much less efficient it will be is another question.

Yeah I built a PC the other day with a 160GB Maxtor, was about the same thickness as your seagate. I figured this was because it was a single platter drive, and had high hopes for it's quietness. I was sadly disappointed.
