Personally, I would not recommend putting a thermally controled fan in PSU for a simple reason - temperature threshold for these fans are too low to be useful in PSU.

What kind of thermal grease you use?
Anyway if other solutions don't work, consider this ArctiClean which seems to get good praise from many places. I've never used it myself as Isopropyl Alcohol always works for me even on external surface of my LianLi case.
