Cheapest passively cooled micro ATX mobo + cpu combo

What's the cheapest, low power micro atx and cpu setup? It doesn't matter if they are older and not in production anymore, maybe i can find them on the second hand market. I want to make a cheap, passively cooled media PC, just for music, so i don't need powerful cpu and video card...

I used something like this: http://en.wikipedia.org/wiki/Image:Side_cutters.JPG
But i'm sure other tools would work. You need to grab the end of the screw (it's not actualy a screw, but somethig else, i forgot it's name) and cut it.

If you can stick it somehow on a rubber or something (mine is mounted with velkro), it's a great hdd cooler. I have a samsung p80 80gb hdd, placed on the bottom of the case, with little airflow from a fan at the back of the case. Without it: 27C With HB-101: 18C I'm very happy with it. Besides, it's...

For me the perfect case is the Silverstone TJ06, if you mod it. Take out the hdd cage and plastic duct. Cover the front of the case with dampening material, make the rear fan as the intake fan, so it blows air into the case from the back. Then drill a 120mm hole just below the psu, so you can put th...

I have integrated graphics, and the noise was not present when the the gfx card was not connected. Seems you have the same problem as i. Did you tried swapping the video card with anothe...

Any fan control programs for that card ? With mine, I can use ATI Tools to lock the fan speed or ramp it depending on the cards temperature. Since yours only buzzes while gaming, it could be a specific rpm. Worth a look-see. I've heard of motherboard electrical components doing that to though. ddd ...
