Finally fed up with the noise, I stuck a cotton bud into the 80mm fan to stop it. The 120mm fan is spinning up, which is good. I also placed a thermal probe attachment that came with my multimeter next to the tip. The temp measures around ~50-53 C. I was wondering if anyone had any opinions, and if ...

I've found that Dansdata has some pretty good articles about this issue. Here's one article about power conditioning, and one about surge protection. If you're really up for it, you can build your own UPS.

Edit: Yes, it's quite a read, but very worth it I think.
