Such a PSU will probably be efficient at lower loads, but you can't tell for sure. If you look at graphs for efficiency of switch-mode power supplies over the entire range from 0 to full load, there are often all sorts of bumps and sharp dips at low loads. I think the strongest reason against compulsory voting is that those who don't vote because they are too lazy are also going to be too lazy to acquire the information required to vote rationally.
