Dell 2408WFP Whines badly between 16 and 66 brightness. Under 16 is almost inaudible if the monitor is warm (it takes 10 minutes to warmup) , then I can hear it only at night and very slightly. When the high load is removed, and the system goes back to using ~200W, does the fan eventually slow down again? Yes, the fan controller is smoothly responsive -- ie, it doesn't change speed too fast, but fast enough. There is the right amount of hysteresis. (Not to be confused with hysteria. ;) ) ...

I'm trying to figure out this P3 mobile laptop... it appears as though CPU speed is difficult to control outside the toshiba utilities application. RMclock and SpeedSwitchXP don't seem to have any effect.

http://support.dell.com/support/edocs/systems/dim8200/ you'll find a service manual in there... everything you need to know. Like it's been said, there's rarely a good reason to do a CPU+mobo upgrade on a PC, because that costs more than half of the PC's value. Maybe if you can find some Cheap RDRAM...
