It's a S478 3.0 Prescott...I don't think the chipset supports it.

Nope, not the fastest. xFx has a Fatal1ty 7600GT card that is passive, but with heatpipes. Dunno why you'd want to point out the fastest non-heatpipe card, as passive simply means 'no-moving parts'.
